Manufacturer's Guidelines To Leaf Blowers

Here are some guidelines for use of leaf blowers given by a manufacturer. Why does the manufacturer need to say this? How many of these do you see actually being followed?
Dust: Not for moving dusty materials
Don't point in direction of people or pets
Use at least 50 feet away from people
Noise: No full throttle in residential areas
